What do the parliamentary parties think about district heating?
We sent out three simple questions to our eight parliamentary parties to gauge their views…
With district heating, you have heat and hot water for your property all year round. District heating has a low impact on the environment and climate. It is produced mostly from renewable or recycled energy sources. Therefore, it is a safe and good alternative for you as a business owner.
For property owners, district heating is a smooth and reliable system with low environmental impact.
Business customers usually have a District Heating Basic agreement that is made up of four different components. It is an energy price with seasonal prices, a fixed power component, a variable power component and a return temperature component as a measure of the plant's efficiency.
We also offer special agreements for building heating and ground heating.

Energy consumption
Energy consumption shows how much heat the business uses and this determines how much heat needs to be produced. The energy price is divided into three seasons because the costs of producing district heating vary throughout the year. During the summer, there is a lot of waste heat available and the price is then lower. During the winter, the total heat demand is greater while there is a shortage of waste heat. The price is then higher than in the other seasons. The energy part constitutes approximately 60% of your total district heating cost.
The power section
The power component shows how the heat is used, i.e. how evenly the power output is. The power output determines the production readiness that is needed. The power fee consists of a fixed and a variable component. The variable component is based on the average of the three highest daily averages from the most recent rolling 12-month period. The power component constitutes approximately 40% of your total district heating cost. Even output costs less while uneven output costs more.
Efficiency (return temperature)
The efficiency shows how well the system utilizes the heat that enters the property and affects how much water needs to be sent around the system, but also which heat sources we have the opportunity to use. One measure of efficiency is to measure the return temperature that the district heating system gives off. The lower the return temperature, the higher the efficiency. The system's return temperature is compared every month during the period October-April with the system's average return temperature, and gives a discount or fee of 7 SEK/MWh, °C. If you receive a discount, it means that your return temperature is below the district heating system's average return temperature. The return temperature component affects the total price by approximately +/- 5%.
District heating can have more uses than what you as a property owner or construction company might first think of. In addition to our basic offering, we also have special agreements for ground heating and building heating.
Those who have district heating can also use it to keep the ground area snow- and slip-free during the winter, for example at entrances, squares or streets. Ground heating with district heating is a resource-efficient and convenient heating alternative. It also provides lower heating costs compared to many other alternatives. You only pay for the energy used and not for any power peaks. Since ground heating is powered by district heating, the reliability of delivery is also very high, but on special occasions when demand for district heating is high, we as a supplier can lower the priority of ground heating delivery in favour of other customers.
For those in need of heat during new construction, remodeling or renovation, we offer Partille Energi a product that we call building heat.
Building heating is only offered during the construction period and thereafter a regular supply agreement for district heating is signed.
Through the District Heating offer marked with Good Environmental Choice, you only buy district heating from renewable energy and can thus report a low climate impact. For every kilowatt hour sold, money is also distributed to a fund that finances energy efficiency and conversion projects with the aim of promoting a more efficient heating system.
District heating Good Environmental Choice is an independent eco-label that contributes to a healthier nature and fewer hazardous substances in everyday products. The environmental requirements are set and monitored by the Swedish Society for Nature Conservation.

District heating Good environmental choice is an addition to the regular district heating price and the price is 35 SEK/MWh.
The Climate-Compensated District Heating option strengthens the company's environmental profile and is an environmental effort that reduces the company's carbon dioxide emissions. Climate compensation means that we compensate the company's carbon dioxide emissions for the district heating used by ensuring that a corresponding reduction in emissions occurs somewhere else in the world. All emission rights have been reviewed and approved by EU and UN regulations.
We have chosen to implement climate compensation through trading in emissions rights in the CER (Certified Emission Reductions) system, which are certified emission reductions from CDM projects in developing countries.
The reduction units are approved in accordance with UN and EU regulations. The emission rights are cancelled annually in a cancellation account with the Swedish Energy Agency.
The price for climate-compensated district heating is 7 SEK/MWh as an addition to the regular district heating price.
Partille Energi buys all district heating from Göteborg Energi. Approximately 75% of Göteborg Energi's district heating production comes from recycled energy such as industrial waste heat and waste incineration. Approximately 16% comes from renewable or fossil-free fuels. The remaining 9% is produced using natural gas.
The Björndammen boiler plant is the only production facility for district heating in Partille municipality. It is operated by Göteborg Energi and is only used on rare occasions when it is really cold, if there is a fault in the network or at some other production facility.
Environmental values for district heating are reported according to a method developed by the Heating Market Committee. The committee consists of representatives from the Property Owners, HSB, the Tenants' Association, Riksbyggen, SABO and the Swedish Energy Companies.

We are keen that you as a corporate customer feel secure about how we set district heating prices. We believe that an open and regular dialogue about district heating prices together with our customers is a path to trust and understanding both for us as an energy company and for our pricing. The goal is district heating prices that both parties feel are reasonable and that are competitive compared to other heating alternatives.
Since 2015, Partille Energi therefore a member of the Price Dialogue for District Heating. It has existed since 2013 and the purpose of the Price Dialogue is to strengthen the position of district heating customers in the heating market and to increase confidence in the pricing of district heating companies. Behind the initiative are Energiföretagen Sverige, Riksbyggen, HSB, Fastighetsägarna and Sveriges Allmännytta. Read more about the Price Dialogue at pricedialogue.se
The pricing process starts with a local dialogue between customers and us as a district heating company at minuted consultation meetings. We then submit minutes and a price change model for review by the Price Dialogue office and a decision on membership in the Price Dialogue board. When deciding on membership for the coming year, the price change model and proposed price change are also approved.
Consultation meetings in the Price Dialogue on district heating prices for the years 2027-2029 were held on June 03 and September 02, 2026. The first consultation meeting in the Price Dialogue for 2028 and beyond is planned for May 2027.
Invited to participate are: Partille Energis corporate customers, representatives of townhouse associations and BRFs, representatives of the local branches of the organizations Fastighetsägarna and Villaägarna, and energy advisors from Lerum Municipality, who are responsible for advising consumers and small businesses also in Partille.
