The thermostats should normally be completely open in maximum position, but if you want a lower temperature, adjust them by screwing them closed. If it gets too hot with the thermostat in maximum position, a lot of heat will enter the building: In this case you can lower the heat curve in your central heating substation or electric boiler, and also save energy.
